Declaración del Encuentro La Defensa de los Territorios: Desafíos, iluminación de fe y compromiso de transformación.

Donde no hay acaparadores
Y a nadie le falta el  con qué."

En San Salvador, a treinta y cinco años del martirio y resurrección de Monseñor Romero, su presencia nos ha convocado a pensar en nuestro rol creyente en relación con la defensa de los territorios.

Los tiempos actuales son de acaparamiento global de la tierra sagrada de Dios, de extracción de sus minerales, de mercantilización de su agua, de desviación del cauce natural de ríos y  de su apresamiento, de explotación intensiva de su suelo, de destrucción de sus bosques,  del negocio del aire en forma de bonos de carbono, de migraciones por razones socieconómicas, de afectaciones a los pueblos indígenas, afrodescendientes y campesinos mestizos.

Nos afirmamos aún más en la certeza  de que el  Dios Padre/Madre, en quien creemos, clama  de dolor por la destrucción de que viene siendo objeto su don, la vida humana y natural. Pero también nos llenamos de motivaciones  por Romero y  por la Palabra de Dios que encarnó.

Escuchamos  los gritos de la tierra que claman al cielo desde México, Ecuador, Chile, Panamá, Argentina, Nicaragua, Australia, Bélgica, España, Italia, Cuba, Puerto Rico, Canadá, Haití, Honduras, Guatemala y El Salvador, el de los migrantes que buscan un mundo mejor en Estados Unidos, Canadá, la Unión Europea, el de la guerra y su resolución en Colombia. Nos preguntamos por la decisión del gobierno estadounidense de replicar un Plan Colombia para el triángulo de Centroamérica que comprende a Honduras, El Salvador y Guatemala, llamado “Plan para la Prosperidad”. Lo vemos con sospecha por el perverso papel que ha jugado ese país en esta área desde la época de Romero, como lo ejemplifica la carta que envió al Presidente de Estados Unidos, James Carter. Repudiamos la injusta calificación de Venezuela como una amenaza para ese país y reclamamos que se derogue el decreto que así lo decidió.

La Palabra de Dios en el Antiguo y en el Nuevo Testamento, así como la fuerza de mujeres y hombres mártires, nos han hablado que Dios quiere una tierra donde no haya acaparadores, porque ella le pertenece a la divinidad y nosotros solo somos sus administradores. Si esto no fuere así, las próximas generaciones nos lo reclamarán. Tierra y agua son para todo lo que existe. La vida y esa tierra arrebatada debemos recuperarla para Dios y para su distribución, puesto que constituyen un bien común de la humanidad.

En la presente Asamblea afirmamos nuestra convicción que, sin una mirada de género estaremos cerrando las posibilidades de ser y crecer como mujeres y como hombres, a través de la histórica deuda de nuestro caminar androcéntrico. Por eso celebramos el Segundo Encuentro Internacional de Mujeres de SICSAL, dando continuidad al realizado en Colombia sobre feminicidios y violencia contra las mujeres y que hiere a la humanidad, de dicho Encuentro ha surgido un calendario detallado de articulación en las acciones de las mujeres de SICSAL de cada país participante.

También, hemos reconocido y nos reconocimos en nuestras matriarcas y patriarcas de SICSAL, a quienes hemos solicitado una síntesis de su saber de años en la construcción de esta articulación solidaria de cuatro continentes en torno a la memoria martirial de San Romero del Mundo.

Para que el legado de Romero sea transmitido con vigor, radicalidad y creatividad juveniles, percibimos la necesidad del relevo generacional en SICSAL, por ello, nos hemos propuesto su dinamización en el interior de nuestra plataforma.

Esta mirada hacia nuestro interior ha estado fuertemente marcada por Monseñor Romero. Resuenan en nosotros sus llamados a comprometernos contra el militarismo colonizador de las potencias extranjeras, con el que pretenden garantizar el control de nuestros territorios en sus pretensiones de dominio geoestratégico. Nos estremece su palabra que llama a la promoción de la reforma agraria, a la defensa de los territorios ante su acaparamiento, pues la tierra ha sido creada para todas y todos. Las transnacionales mineras, que violan el derecho a la consulta y evaden impuestos, así como también las corporaciones de la agro-industria y de la infraestrucura, han comprendido la tierra  como  un objeto del que se extraen recursos y no como don para la reproducción de todas las vidas.

Esta lógica global, acaparadora y extractivista, afirma contra toda evidencia que su crecimiento económico es eterno, llevando así al Planeta a un inevitable suicidio colectivo si no se pone freno a estas pretensiones. La ambición de unos pocos ricos del mundo ha provocado el cambio climático, donde la comunidad planetaria se enfrenta al reto de responder al calentamiento global, que conlleva el peligro de la destrucción de la diversidad de vidas que  habitan el planeta. Nos corresponde retomar con urgencia el camino de presionar a nuestros gobiernos para que asuman, durante el transcurso de 2015,  compromisos reales  en las reuniones de los diversos Estados (COP21),  que se realizará en París en diciembre 2015, para que dicho evento garantice un resultado  suficientemente favorable para los pueblos.

Ha sido de particular interés la articulación de SICSAL al proceso “Iglesia y Minería”, ligado  a la Red Panamazónica, como escenarios para viabilizar la defensa de uno de los  “pulmones del planeta” y frente a la gran minería. De igual manera, nos hemos comprometido para continuar sumándonos a las acciones por el cierre de la Escuela de las Américas. 

Porque creemos en la primacía de la  praxis, cargada de sentido, por encima de la retórica de la palabra vacía de compromisos, hemos constituido comisiones permanentes de trabajo para dar eficacia y seguimiento a nuestro actuar.
