El restablecimiento de relaciones diplomáticas entre Cuba y USA constituye, innegablemente, un triunfo de la capacidad de resistencia de Cuba que, tras 53 años de agresión de parte de USA, este último país ha ido quedando aislado y va aumentando el número de estadounidenses que han ido tomando conciencia del daño que su país ha infligido a la humanidad.

Desde 1960, USA ha buscado la claudicación del pueblo cubano “a través del hambre y la desesperación”, como se lee en más de un documento desclasificado en que aparecen documentados los intentos de derrotar a Fidel Castro.  Ya en 1961 alrededor de mil quinientos exiliados cubanos con apoyo de USA intentaron derrocar a Castro en un frustrado intento de invasión a través de Bahía Cochinos.   Era esto explicable, puesto que el 75% de la tierra cultivable en Cuba estaba en manos de Norteamérica y, con la revolución, se hizo la reforma agraria para entregar esa tierra a los campesinos.  Siguieron las agresiones con un cerco económico sumado a múltiples actos de sabotaje e innumerables intentos de asesinato a Fidel Castro.  Entre las acciones más patéticas se encuentra el Programa Mangosta del general Edward Lansdale, consistente en propiciar una resistencia masiva; contaminar el azúcar destinada a la exportación; hacer circular dinero falso; destrucción de instalaciones vitales;  la llamada “ley de ajuste cubano” para permitir y estimular las salidas ilegales del país; la llegada de Jesucristo a Cuba, ocasión en que el pueblo debía salir en masa a su arribo y, a la hora acordada, emergería un submarino con luces y fuegos de artificio, causando tal impacto que el pueblo seguiría a los agentes infiltrados que conducirían a un levantamiento.  Este episodio estuvo en preparación, pero no llegó a ejecutarse por ser extremadamente grotesco.  Sí se llevó a cabo la “Operación Peter Pan”, cuyas víctimas aún padecen sus efectos.

Lo más trágico para el pueblo cubano ha sido el bloqueo económico.  En 1959, el 73% de las exportaciones cubanas iban a USA y el 70% de las importaciones provenían de USA.  Desde el inicio de las sanciones, las pérdidas han alcanzado a US$16 mil millones de dólares.  En 1989, la ley Torricelli intensificó las sanciones, confiriéndoles carácter de extraterritorialidad al sancionar a cualquier país que brindara asistencia a Cuba.  Desde 1992, se prohibió la entrada a USA, por el lapso de seis meses, a todo buque que hubiera atracado en algún puerto cubano.  En 1996, la ley Helms-Burton estableció sanciones a las empresas que se instalaran en propiedades nacionalizadas después de 1959.  En 2004, Busch creó la Comisión de Asistencia a una Cuba Libre, para lo que se limitaron los viajes a Cuba sin autorización del Departamento del  Tesoro; también se limitaron los envíos de dinero a la isla; y, para viajar a Cuba se debía demostrar que al menos un miembro de la familia nuclear residía en ese país.  Entre 2009 y 2014, Obama ha sancionado a 37 compañías (tanto estadounidenses como extranjeras) por haber transgredido el bloqueo.  Dramática ha sido la limitación de medicamentos, puesto que el 80% de las patentes del sector médico son registradas por transnacionales farmacéuticas de USA, por lo que Cuba no ha podido beneficiarse de este avance científico. Con estas y otras medidas y la pérdida del apoyo por el fin de la Unión Soviética, entre 1991 y 1994 el PIB cubano se desplomó en 35%.

Entre 1990 y 2004 se realizaron 93 investigaciones relacionadas con terrorismo internacional en torno a Cuba, por parte del Departamento del Tesoro de USA

Sólo en 2009, Obama ha eliminado las limitaciones a  los viajes y a los envíos de dinero a Cuba, puesto que el gobierno de USA ha reconocido que se encuentra cada vez más aislado en la esfera diplomática: todos los años, en la ONU se ha votado en contra del bloqueo y, en este punto, todos los Estados de América Latina han votado unánimemente.

No obstante el bloqueo y lo que ello ha significado, nadie ha podido negar que la primera medida de la revolución ha sido la erradicación del analfabetismo.   Hoy Cuba tiene asegurado el derecho a la vida de todo su pueblo con el acceso universal y gratuito a la salud y a la educación, ocupando el puesto 44 de Alto Desarrollo Humano de acuerdo al PNUD.    En 2014, Cuba tuvo sólo un 4% de mortalidad infantil.  Cientos de jóvenes son becados para estudiar medicina gratuitamente  y hay brigadas médicas cubanas en Haití y otros 80 países.

Pero el problema fundamental de Cuba sigue siendo el bloqueo económico, comercial y financiero impuesto por USA.  Es lo que afirma el embajador de Cuba en Chile, Adolfo Curbelo Castellanos en entrevista concedida al periodista Pablo Ruiz (Revista “El derecho de vivir en paz”, primer semestre de 2015, pág. 25),  al aseverar que “USA debe retirar a Cuba de la lista de países terroristas”; (…) “debe renunciar a la subversión en Cuba y a mantener programas para subvertir el gobierno o la institucionalidad cubana”.  Y agrega el diplomático que “USA debe devolverle a Cuba el territorio ilegalmente ocupado de Guantánamo y donde tiene bases militares instaladas”.  Para continuar afirmando que “la esencia de la política exterior cubana continuará siendo antiimperialista, continuará siendo solidaria, continuará defendiendo las causas justas, continuará abogando por un mundo sin guerras, sin agresión, ni injerencia en los asuntos internos”.
