Aquí estoy de nuevo con un poco de información sobre el trabajo de lobby político realizado en nombre de SICSAL EUROPA.

En el mes de noviembre tuvimos nuestra asamblea general de CIFCA en Bruselas, prácticamente al pie de los edificios de la Unión europea. Represento la red europea de Comités Oscar Romero en dicha red amplia de ONG y comités.

Uno de los participantes que tiene bastantes relaciones con las entidades de la Unión europea expuso una observación interesante.

Se trató de las relaciones mutuas entre contrapartes europeos y latinoamericanos de ONG de solidaridad y desarrollo. Con ocasión de las relaciones que se dan durante reuniones de representantes de ambas regiones se dio cuenta que los europeos por lo general estamos ampliamente informados sobre la situación en sus múltiples facetas en diversos paises de América Latina. De lo contrario los latinoamericanos muchas veces saben muy poco sobre la situación de la Unión europea, su composición y sus estados-miembros.

Desde luego el contexto de actuar acá y allá es fundamentalmente diferente. Acá las ONG son abastecidas por una gama de donantes entre nuestras poblaciones y en muchos casos por subsidios de nuestros gobiernos. En América Latina en cambio ellas dependen parcialmente de lo que sus contrapartes europeas puedan donar. Además acá con nosotros el foco no está dirigido a los problemas de nuestro propio terreno, sino a los del continente latinoamericano. Esto se vislumbra entre otras cosas en el hecho que nosotros, como ONG y redes, orientados hacia América Latina, tenemos pocos o nulos contactos funcionales con la población organizada europea, como por ejemplo sindicatos, movimientos agricolas, movimientos de mujeres, etc... Y por encima pocas relaciones con la población misma en América Latina, como trabajadores, población indigena, empleados, personal educativo y de salud, mujeres, jóvenes,...

En cambio las organizaciones latinoamericanas, si están relacionadas de lleno con la problemática aguda de su pais y su población, como los sindicatos, los movimientos agricolas, de derechos humanos, de indígenas, de mujeres, de empleados del sector de la salud y de la enseñanza, etc...

Como conclusión reconocimos que nos faltan alianzas por ejemplo con los agricultores (progresistas), sindicatos y otros sectores de por acá. Y nos planteamos la pregunta: ¿Cómo reencontrarnos con los movimientos sociales, con los verdaderos agentes (como son los sindicatos, indigenas, mujeres,...) acá y en América Latina? Y luego cómo lograr que nuestros contrapartes encuentren su camino en el laberinto europeo.

La crisis europa

Otro tema importante que estuvo en el tapete y nos obligó a considerar las preguntas anteriores fue la crisis europea. Muchas ONG europeas han perdido sus subsidios. Los gobiernos recortan fuertemente en los presupuestos de cooperación al desarrollo, tanto en los fondos destinados a sus propias relaciones bilaterales, como a los sdubsidios otorgados a las ONG y otros grupos reconocidos.

Ante el repliegue de la cooperación hará falta fortalecer el lobby latinoamericanista en Europa, además mayor coordinación y eficacia.

Derechos humanos

Desde luego el tema de los derechos humanos no podia faltar ante la creciente criminalización de los defensores, muchas veces ligada a conflictos provocados por la presencia y las actividades de las multinacionales (las europeas).

Nos tocará averiguar detalladamente cuáles son las obligaciones de la Unión europea frente a sus empresas con respecto a los derechos humanos de las poblaciones en América Central. Como base nos servirán los principios y los acuerdos oficialmente asumidos al respecto por la misma Unión europea.

Por otro lado queremos dar atención especial al seguimiento de la Comisión de Verdad en Honduras y al tema de los femicidios en América Central y México.

CARTAS ENVIADAS EN NOMBRE DE LA RED EUROPEA

  • Carta (22/noviembre) al Licenciado Otto Pérez Molina, Presidente de Guatemala y a otros funcionarios gubernamentales para expresarle nuestra honda preocupación ante las amenazas emitidas contra varios ciudadanos.

Le solicitamos que se adopten de manera inmediata las medidas más apropiadas para garantizar la libertad, la seguridad y la integridad física y psicológica de la Sra. Claudia Samayoa y demás integrantes de UDEFEGUA (Unidad de Protección a Defensoras y Defensores de Derechos Humanos), de todos los individuos y organizaciones señaladas en el comunicado de prensa muchos de ellos miembros de la Convergencia por los Derechos Humanos, de todos sus familiares y en general de todos los defensores de derechos humanos en Guatemala.

  • Carta (6/dic.) dirigida al ministro belga de Relaciones Exteriores a solicitud de CIFCA que co-firmó un COMUNICADO INTERNACIONAL:

             El Foro de Organizaciones No Gubernamentales Internacionales que cooperan con

Guatemala (FONGI), la Iniciativa de Copenhague para Centro América y México (CIFCA), la Organización Internacional por el Derecho a la Alimentación (FIAN Internacional), la Coalición de Agencias Católicas para el Desarrollo (CIDSE) y la Red de Organizaciones contra la Pobreza Vinculada a Iglesias Protestantes (APRODEV) felicitamos la iniciativa 4084 sobre la Ley de Desarrollo Rural Integral (DRI).

La iniciativa de Ley 4084 es el resultado de un largo proceso participativo de la sociedad civil guatemalteca, consensuada con el Ejecutivo y que responde a las principales necesidades de la mayoría de población campesina e indígena en Guatemala. Su aprobación constituye un compromiso pendiente derivado de los Acuerdos de Paz y contribuiría a priorizar el desarrollo rural incluyente y a un mejor manejo de la política agraria en el país.
