Entrevista a Esther Vivas tras su conferencia en la presentación de la Agenda Latinoamericana en Zaragoza

El martes 18 de septiembre invitada por el Comité de Solidaridad Oscar Romero de Aragón, dentro del ciclo de charlas “La Otra Economía”, nos visitó Esther Vivas para realizar la charla “Ocupando el presente y futuro económico. La perspectiva de los Movimientos Sociales”. Esther Vivas es activista e investigadora en movimientos sociales y políticas agrícolas y alimentarias. Nuestro colaborador habitual, Arturo Cravan, tuvo la ocasión de charlar un rato con ella.

Esta crisis tiene diversas vertientes es política, social y económica. En el título de la charla de hoy destaca el papel de la economía, ¿adolecen algunos de los nuevos movimientos sociales de una mayor crítica al sistema económico actual?

Hoy vemos que la crisis actual se basa de una manera muy importante en una crisis económica muy profunda de ahí que los movimientos sociales alternativos tengan su foco en esta cuestión. Aquí en el Estado español hemos visto que lo que comenzó como una crisis económica se ha convertido hoy en una profunda crisis social y por lo tanto es muy importante cuando planteamos alternativas a esta situación de crisis, hacerlo desde una perspectiva económica alternativa. Debemos reafirmar que a pesar de que nos digan constantemente que tenemos que pagar esta crisis, que hay que pagar la deuda y que hemos vivido por encima de nuestras posibilidades, lo que plantean los movimientos sociales alternativos es que todo esto es una gran mentira y que son los mitos sobre los que sustenta el sistema capitalista. Fueron las élites los que especularon con la vivienda y el territorio, vivieron por encima de sus posibilidades y nos han traído a la presente crisis económica actual, y por lo tanto no somos cómplices o culpables, en todo caso somos víctimas y es un concepto que debemos tenerlo claro para empezar a cambiar las cosas.

¿Consideras que en la perspectiva de los movimientos sociales está sustituir el actual sistema económico o más bien reformarlo?

Entre los movimientos sociales hay distintas alternativas que se plantean. Personalmente considero que es necesario cambiar el mundo de base, un cambio radical en el sentido de ir a las raíces del problema actual y del cuestionamiento del sistema capitalista. Con la crisis actual se ha puesto de manifiesto que el sistema capitalista no funciona, que no satisface la mayor parte de las necesidades de la mayor parte de la población ni del ecosistema. Es necesario para salir de esta crisis plantear una alternativa al sistema capitalista actual y avanzar hacia una sociedad y a unas políticas que pongan en su centro a las personas y al ecosistema. La lógica capitalista es antagónica ya que es la lógica de la usura, la avaricia y la competencia por la competencia.

Quizá una de las propuestas más interesantes en la actualidad es la realización de una auditoría ciudadana de la deuda ¿Qué es y qué consecuencias considera que traería si se realizara?

Nos dicen que la deuda se paga obligatoriamente y esto es en realidad un gran mito. En primer lugar a la hora de plantearnos el pago y la cuestión de la deuda tenemos que preguntarnos por qué se ha contraído, a quién ha beneficiado y a qué ha respondido. En función de estas respuestas tenemos que concluir si esta deuda es legítima o no lo es. Por ejemplo la actual deuda pública está aumentando básicamente porque se está asumiendo la deuda privada. Se salvan bancos: Catalunya Caixa, Bankia, Nova Caixa, Banco de Valencia,… y se hace con dinero público. De esta forma las finanzas públicas acaban endeudándose debido a estos rescates y por lo tanto parece claro que no deberíamos pagar una deuda que sólo ha ido a beneficiar a las élites económico-financieras que además nos han conducido a esta situación de crisis. Una auditoría de la deuda debería buscar responder a estas cuestiones. Si la deuda es ilegítima no se debería pagar, acto del cual tenemos antecedentes claros que se ha realizado en otros países como en Ecuador o en Argentina después de la crisis del año 2002. Estas experiencias nos demuestran por lo tanto la crisis se puede no pagar y que pasa por no pagar la deuda ilegítima.

A pocos días del 25S ¿qué le parece la convocatoria? ¿se debería hacer más hincapié en el papel de la relación de las políticas realizadas y las élites económicas?

Precisamente lo que señala esta convocatoria es la responsabilidad política en las medidas que se están tomando actualmente y que responden a los vínculos estrechos que existen entre la clase política actual y las élites económicas y financieras. El movimiento “Rescata al Congreso” plantea que las políticas no son neutrales, que tienen un claro sesgo ideológico clave y que por lo tanto la actual salida a la crisis es la solución a unos intereses particulares de las élites económicas y financieras. Es muy importante pues ir más allá de la crítica del sistema económico en general, extendiendo la crítica a la responsabilidad política que existe en la ejecución de estas medidas.

¿Quién gobierna actualmente?

Por un lado a menudo decimos que gobiernan los mercados y que estamos asistiendo a una dictadura financiera pero a la vez las políticas actuales están implementadas desde los gobiernos centrales, autonómicos, desde la UE, etc. Por lo que también hay unos políticos que ejecutan estas medidas, que como hemos dicho, no son neutrales si no que responden a unos intereses particulares que no son los de la mayoría de la población. En definitiva lo que vemos es que para salvarse estas élites económicas y financieras cuentan con el respaldo de una serie de políticos profesionales, hipotecan el futuro de la gran mayoría de la población. Sobre todo se observa en los países de la periferia de la UE.

¿Existen alternativas al capitalismo?

Existen alternativas a pesar de que nos quieren hacer creer que no hay otra opción. Pensar que no hay alternativas, la desmoralización, la resignación es la gran victoria del sistema. Es muy importante enfatizar que sí hay alternativas, hay otras políticas de salida a la crisis: en vez de crear una serie de privilegios para las élites económicas habría que hacer todo lo contrario, perseguir fraude fiscal, reforma fiscal progresiva, perseguir las SICAV, dejar de invertir en gastos militares o en una familia real que nadie ha escogido, etc. Hay alternativas lo que no hay es voluntad política por parte de aquellos que están en las instituciones. No sólo hay alternativas en lo político pero también en muchos otros ámbitos de nuestra vida cotidiana en los cuales el mercado está haciendo negocio con nuestras vidas.

¿Qué podemos preveer a nivel político y de lucha social para los próximos meses?

Hoy en día la gran paradoja que existe es que a pesar de que la indignación y el malestar van a más, las políticas neoliberales que nos han conducido a esta situación también se intensifican. Y a pesar de esta intensificación la respuesta social es muy fragmentada en cierto modo, con una falta de iniciativa social en el sentido que permita cohesionar unificando luchas en una misma dirección. Es muy difícil dibujar cual va a ser el escenario de lucha pero está claro es que no habrá paz social porque las razones de la indignación no han hecho más que multiplicarse desde el comienzo de la crisis.
