“En nombre de Dios, pues, y en nombre de este sufrido pueblo, cuyos lamentos suben hasta el cielo cada  día más tumultuosos, les suplico, les ruego, les ordeno en nombre de Dios (Monseñor Romero):” Cesen esos gastos monstruosos en la Asamblea.

Como Coordinación Ecuménica de la Iglesia de las y los pobres de El Salvador (CEIPES), no podemos hacer otra cosa que fortalecer los lamentos y la indignación de la población salvadoreña por el nuevo aumento del presupuesto de la Asamblea legislativa para el año 2013:  1.5 millones de dólares más que en el 2012, para llegar a 57.8 millones US$. 

 Ante el cuestionamiento hecho por periodistas sobran las justificaciones: hay un crecimiento institucional, en realidad es una disminución presupuestaria, hay nuevas unidades (de género y de medioambiente), es un presupuesto que busca la eficiencia, austeridad, racionalidad, la rendición de cuentas.  Se quedan aún debajo de la inflación.  Además se debe reemplazar la flota vehicular de los  legisladores, se va a abrir un canal legislativo de TV y su propia frecuencia radial, etc, etc…. 

Así como lo escribió el P. José M Tojeira el martes 25/9: “El dinero parece ablandar los desencuentros ideológicos, los discursos confrontativos y la supuesta polarización política”.  Todos los partidos políticos, todos las y los diputados, de todos los colores, se olvidaron nuevamente de la pobreza de nuestro pueblo, de los salarios de hambre, del desempleo, de la sobrevivencia, para garantizarse una vida y un entorno legislativo de lujo. ¿Cuánto gastarán en arreglos florales, en implementos deportivos (sic!), en pintura, brochas y otros implementos, nos preguntamos con el P. Tojeira.  Y por supuesto los nuevos 4x4 último modelo y con todo el lujo, los viajes, viáticos, …..   12,000 US$ mensuales por diputado/a para pagar lo que llaman sus asesores/as. Sin olvidar su propio salario que ni tiene relación con el salario del pueblo.  Otras instancias del estado, especialmente las que más servicio brinden a la población, no alcanzan con el presupuesto que Ustedes les asignan.

 Señoras y señores diputadas/os, ustedes deben ese puesto al pueblo, en su mayoría gente pobre, empobrecida. No tienen el derecho de vivir en lujo, mientras el pueblo, que escogió a ustedes para hacer leyes justas, vive en miseria, sobrevive y debe ajustarse a ganar cada día menos, menos y menos….  Ustedes son las/los “epulones” que viven de los impuestos de la población y desde su vehículos de lujo ni miran a los “Lázaros” empobrecidos.  Ustedes tendrían que dar el ejemplo de austeridad, de socar el cincho, de organizar el trabajo y la vida legislativa de manera sencilla así como corresponde a un pueblo pobre.  Ustedes son la única instancia estatal que define y aprueba su propio presupuesto y no quieren escuchar al verdadero “soberano”, el pueblo salvadoreño!!!

 No olvidamos nunca que nuestros lamentos suben hasta el cielo. El Dios de Jesús, el Dios del Reino, condena radicalmente su vida lujosa y su lentitud en la elaboración de leyes justas que beneficien a las mayorías de nuestro pueblo.  Monseñor Romero recibía cada día a familias pobres y escuchaba su dolor y sufrimiento y así se convirtió en la voz de los sin voz.  Pero Ustedes viven en una isla de lujo… así jamás pueden hacer leyes justas que hacen justicia a los pobres de nuestro pueblo!  “Vemos, a la luz de la fe, como un escándalo y una contradicción con el ser cristiano, la creciente brecha entre ricos y pobres. El lujo de unos pocos se convierte en insulto contra la miseria de las grandes masas” (Puebla 28).  Señores y Señoras diputadas/os, salgan de su jaula de oro brillante y vayan al encuentro real y cercano con nuestro pueblo.  Y por favor, mientras viven ahí, dejen de enviarnos la horrible bendición de su dios!!
